Yes the Madain Saleh Tombs site is closed for development until further notice but till 9th Feb 2019 you can visit the Madain Saleh Tombs but only on Thursday/friday ( full day) and saturday (half day till 12pm). I haven't heard of Saudi Arabia giving tourist visas.at the festival parking they organised bus services which will take you to the Madain Saleh site and will bring back, each ticket cost SR 10.We were in Madain Saleh last March 7, 2018 but we were not allowed to get inside.
